We say no. But more importantly, the Official Tests by Gosstandart carried out over a 2-month period during November 1999, to January 2000 at TRANSNEFT (Nizhny Novgorod) confirm our claims.
These independent and official test are carried out against a ballprover with a volume of 40 m3 and an uncertainty of 0.053%. The procedure is based on a worst-case scenario, using the worst 3 results obtained. Even at temperatures down to -20°C, the maximum error remains exceedingly low, averaging around +/- 0,03%.
